The Government of Yukon has issued an apology and acknowledgement for past harm at Whitehorse's Jack Hulland Elementary School.
Minister of Education Scott Kent delivered the apology in the Yukon Legislative Assembly on April 9, on behalf of the Yukon Government, as part of a mediated settlement in a class action lawsuit.
The Yukon Government acknowledges that from 2007 to 2022, teachers and staff at JHES routinely used holds, restraints, and seclusion on students when there was no risk of harm to themselves or others. These practices were used to discipline students and modify behavior, and were often excessive and prolonged.
According to Minister Kent, the Government accepts full responsibility for the harm caused and apologizes to the affected children and their families. "The Government of Yukon acknowledges the ongoing harm imposed on the children and their families through the failure to be honest, transparent, and accept responsibility for what occurred at JHES," Kent said.
The apology also recognizes the courage and resilience of individuals who have worked towards change and justice for those affected. The Government of Yukon asks for forgiveness for failing to protect the children in their care.
Following the apology, a 15-minute recess was observed in recognition of the moment's significance.
